They sell them at Walmart or any fitness store. You probably hold to buy a small bar next to free weights. Not sure that they make that size within one solid piece.
Look for sports stores in your nouns (yellowpages.com, yahoo yellowpages, msn yellow page or your phone book). They all enjoy them.
you can also look on the local craig's list for cheaper used ones, or look for your own ecycle community where on earth you can ask for them for free.
There are really cool ones at Walmart/Meijer/kmart that adjust from 10 to 50 pounds with a short time ago a few clicks! My personal trainer has these and loves them.
It depends where on earth you live. In Canada, Canadian Tire has arm weights. In the USA, you could try any store that sell sports/outdoor equipment.

I bought a set that allows me to just screw of the stop and make it more or smaller quantity weight....great for arms
Wal-mart have those bag wieghts you can put on beside velcro
Or you could just fetch around some canned stock or water bottles.
